most of those "coasting" positions are GS-11/12's who gave up on trying for 13 and found a hole to crawl into to ride out the rest of their 30 years. those are not the majority of government gigs. the turnover rate for GS 5 through 11 is crazy.
the reason they only work for 1-2 hours out of the day is because they purposefully stagnated their careers so they can just muscle-memory their way through the job. if you literally did the same thing for 15 years it would eventually only take you 2 hours a day too.
