Will the western United States ever be settled?

We like to think of the days of the frontier as being over but these regions are still unpopulated. What does /out/ think will happen? Will people eventually move out there or will cities keep getting bigger?

Also does the lack of development in these areas have to do with the fact that the federal government owns a lot of the land?
