DO NOT use chlorine bleach! It will destroy to much organic matter and the delicate skull will be to fragile to handle.
Instead use "Biz" bleach or equivalent. This is an enzymatic detergent that breaks down proteins. Disolve 1/2 once per cup of warm water. Soak 24 hours, rinse, then soak again 24 hour. Rinse well.
Allow to dry in the sun for a day. Better to use a dehydrator on low for 12 hours.
Optional: soak dry skull in polyethylene glycol (PEG) for 24 hours. Remove all of the PEG that you can with cotton swab ad toilet paper. This step will preserve it for much longer, and it looks cool.
You now have a museum quality specimen. Might as well do the whole bird.
