Well, sure, if you come with an American passport, they may bother you a bit, but everyone else can get in just fine. Except Israelis obviously.
I myself rate Iran on par with Mongolia when it comes to the "go anywhere and do anything" feel. Rarely before had I felt such freedom. It's a large country, not only limited to its capital city, and the countryside really is worth checking, especially the northern mountains.
And women only need to wear a tchador, pic related. This is the same kind of thing women will be ask to wear if they want to enter some churches in Rome. Wearing a burkas is up to their husband, but most are actually against it, Iranians aren't extremists. As for tourists, they won't be much bothered if they don't wear anything, yet considering the sand, they usually wear a tchador just like men wear keffiehs.
