Instead of bumping with no info, why not tell us something like: what was in the basin. Was it separated into different partitions? Is there anything you can say about it? Hell, maybe it's a feeder for cows that keeps rain off the food. Information is more useful.

Around the base are individual water sections and along the bottom near the ground is cut out and a small trough as well. It had a pipe with a tee coming out of one side as well that fed into the troughs. The area where they are located is possibly an old plantation area.

heres my guess OP:

if it is near some other water supply facilities or drainage structures, then this might be what is called a "surge tower" which is a device that allows for sudden large increases in water volume/flow without over flowing the other portions of the structure,
or something like that,...
