You need to use the EDR chart and adjust based on dxomark's measured ISO data (the PDR chart is literally bill's opinion on noise tolerance, and his personal DR data is less accurate than DXO's)
Or, skip the bullshit, and just use the dpreview studio shot tool. They give every camera the same amount of light and if ISO is wrong they normalize exposure based on the phase one reference camera, so ISO labeling is already controlled for. If camera A's ISO 200 is actually ISO 100 the raw came out darker with the same amount of light they push exposure to fix it, wala, now it's really ISO 200.
