Insurance companies see huge fuel accumulation, they assess (correctly) that chance of fire is so high that offering insurance is not economical, and drop the property. There's no conspiracy, it's the most logical and obvious explanation.
The only actions these people should take responsibility for is staying in California. Which, to be fair, is pretty damn retarded of them.
