Most of the people lack validation and seek it in virtual likes (just read about all the new serotonin and social media papers and studies that are flying in the internet). And some others as you say seek for job, or recognition, or being their own brand or whatevs and think that followers==good photog. Some brands do that and seek for influencers with lots of followers for more engagement. So it's sometimes a shitty game for the ones trying to make a name for themselves, but overall is just lame buying followers
