Back in the day CIA got butthurt at Soviet and tried to radicalise Afghanistan against the Soviets, with great success.
Later CIA got butthurt at China, and tried to radicalise the Uighur population agianst China. This was an immense failure because China just imprisoned the family of the terrorists, which heavily demoralised the terrorists and crippled them.
When CIa figured out their methods aren't worked, they began to ship their Uighur terrorists elsewhere to do their bidding:
