That said, there are some things you could do. Low speed film+fine grain developer. You lose speed, and a bit of accutance due to the solvent developer, but you gain smoothness.
I'd say go Pan F+ and Perceptol stock. Or Acros.
This is as smooth as 35mm will realistically go.
Here's some - compressed to fit size limit - 35mm PanF+ pulled one stop in fine grain developer (Perceptol 1+3). You can go slightly finer with Perceptol stock, or using Acros instead, but that's about it. And it's already pushing it. After that, only thing left is technical films that are a bitch to get normal contrast.
