Do you understand the difference between “absolute 100% golden rule you must never break” and “rule of thumb”?
1/focal length is a rule of thumb, and some people might choose not to follow it. Maybe you can push it for longer, or maybe you chose to give yourself a bit more margin and not risk ruining a few shots, in exchange for an imperceptible penalty in noise and DR.
