Following floods that claimed lives in my area the Governor of the state visited the worst affected areas. I was assigned to cover it. Halfway through a tour of the town a guy stumbled past the suited dudes with hidden guns, walked up to the Governor and his wife and started shouting about the emergency phones not working.
He had been a volunteer emergency serviceman in his younger years so he was sort of taking care of the other elderly people in his street when the storm was escalating. He knew it was bad and they needed to evac but couldn't get onto any crews to help.
Water rose, a couple of his friends drowned and he felt responsible.
Anyway while he was screaming at the Governor, the Governor's wife grabbed and hugged him. He broke down instantly and just crumpled into her arms. The Governor hugged him and some people escorted him off.
This was, for me, the entire flood in one image.
