There was no reason to take this at f/2.8 ISO 125 and 1/1600 speed. You could have done ISO 100 and around 1/500-1/800.
The way you make a "dark and moody" image with digital isn't by underexposing, but by exposing to the right (as always) and then adjusting things in post. If you look at your histogram half of it is empty so you lose a lot of detail overall. If you exposed to the right and lowered your shadows afterwards you'd have way more shadow detail instead of completely crushed blacks, and you'd also have a few spots like the white paint on the asphalt and the top of those lamps that are very bright compared to the rest of the image. That way it would look like the scene is dark instead of looking like the settings were wrong in camera or my screen brightness is too low.
Generally speaking the brightest spots of your image should be almost white sooc. You want to get as close to clipping as possible without actually clipping at the lowest ISO possible.
If you have to explain your edits and tell people to switch to the tomorrow theme you're not doing it right.
If you're messing with HSL and want to make a dark and moody image I'd recommend reducing the saturation of greens by at least 20 and making them darker while using around +10 clarity. A scene with lots of green vegetation will generally look better this way because oversaturated greens can be very overpowering and make the foliage look flat and uniform.
