Just months ago I lost out on the sale on pic related. Sure, no lens. But a kit lens wouldn't cost a lot more.
The thing with wildlife and sports is not so much the movement, but the distance. The smaller sensor gives you a "crop factor" which is useful for long distance shooting and makes large focal length lenses lighter.
For portraits you want to be able to limit how much is focused, which means a bigger sensor is better. For landscape, you want to be able to have wider field of view, again favoring a bigger sensor.
I'm guessing you don't care much about video, so I can recommend you check out the Pentax line.
The EOS 550D and 600D are pretty much as good as the 650D when it comes to quality but not as feature-packed. If you can get a 650D with a 18-55 for around 200, do it. But the others will be fine too. Watch out for auctions on eBay, you can often get great deals. The 500D has no articulated screen, newer ones do.

I'm guessing British sellers would be a problem with Brexit and stuff so I avoided those. Research your import options, if there's not too much paperwork and tax it may make sense to import from US or Japan. That also gives you access to Pentax which seems hard to find used in Europe for a good price on the bodies.
