The other dimensions to cost is what technologies are used, the more precision they use on the wafer, the higher the cost will also be.
High precision goes hand in hand with better materials with higher density metals and higher bandwidth (which something like the 42MP needs). So the 42MP probably did cost a lot more to manufacture.
