Reciprocity doesn't jump on discrete steps.
So you're telling me, you'd give a 69s measured exposure +1 stop and a 71s exposure +3 stops?
2 stops difference for 2s difference in measured exposure time? Does that make sense to you?
If the +3 stops for >70s figure is correct, it means you should have given at least +2.5 stops for your 60s measured exposure. Or actually +3 because 70s is just 1/6th of a stop over 60s, so might as well use that value for your reciprocity, negative film will not even notice a 1/6th of a stop difference.
So essentially you should've used +3 correction, but you used +1 and got underexposed negatives.
Here's a tip for shooting long exposures on negative film: it's almost impossible to overexpose it. Negative film, even ektar, won't mind a 2 stop overexposure, and with a +3 reciprocity correction, that's 5 stops over your measured 60s measured exposure, i.e. half an hour. Even if you leave the shutter open for an hour, that's barely half an extra stop on top (due to reciprocity), so it'll look fine.
You'll probably freeze to death before you'll be able to overexpose negative film in really dark scenes.
When in doubt, just add 2 stops, or 1 at the very least.
