The difference is that stock photography is meant to convey concrete concepts, Crewdson's work goes for a mood and general themes. Stock photographers are minimalistic, they want to represent the concept and that's it. And at the minimum cost they can manage. Crewdson doesn't spare costs and crafts the whole scene. He scouts for locations, has the chosen models at the set, even modifies the ambient sometimes with effects like fog. It's like a still frame of a film. And it has this painterly aspect to it.
