It's like choosing which restaurant you want to go to with a bunch of friends. Everyone might have their top preference, but there's usuallya couple other places they quite like even if it's their number 2 or 3. While some other people will be okay with any restaurant. By allowing unlimited votes, the consensus opinion still rises to the top, with less chance of deadlock tie-breakers
