A simple answer would Biden was extremely close to those cameras and it would be very difficult/strange to frame the image to include his feet.
Let me put it this way, this scene is beyond any green screen technology I've ever seen before, would be extremely difficult to pull off and begs the question: why don't they just stage this outdoors without a green screen? It makes zero sense.
