They are always output at full resolution. Elements that are scaled are scalable vectors. Your images are scaled only by your browser, possibly your screen settings. An example of site that does scale images is 500px, it does scale them from originally uploaded files, but it's using correct algorithms to keep quality intact. Your setup is doing things incorrectly, and it's throwing you out severely flawed results.
