>>404590490mm is way too much for a convention. I went to my first anime con earlier this year carrying a 56mm and while the convention area was very spacious and open, the nature of the convention means that crowds are always forming and flowing. You're going to have a hard time maneuvering around such a close shot. I was much more comfortable just moving in closer to the people I wanted to shoot, but social etiquette still applies: if you don't know the subject, ask them first.
It's easy to get in good with the cosplayers if you just compliment their efforts with something vague and non-creepy. Do say: "I love your outfit! Can I get a picture?"
Don't say: "That bunny girl suit really makes your tits look rockin', can I get a picture?"
The 18-55 is a very solid lens that will let you take a variety of shots from both short and medium distance, while still being able to pull in enough light that you won't have to compensate by raising the ISO or lowering the shutter speed, both of which will negatively impact the quality of the shot. A shot that's a little dark at the moment you take it is much easier to fix later on compared to a shot that has a lot of noise or motion blur.
