Typically if the subject of the photo is in public there's no expectation of privacy. That's not to say they won't react badly to having their photo taken, a lot of people aren't comfortable with it and will ask you to delete it. If you're taking photos of kids their parents will probably be the ones reacting badly.

If you want to take photos of kids, be upfront and honest about it. Get a nice prime lens and ask them first. Some of the most famous photos ever taken are of kids but you have to be aware if you're lurking around sniping them with a massive zoom lens it comes across much worse than being honest about what you're doing. Just say "I'm a photographer, do you mind if I take a photo", how hard is that?
