This is a fact: Let's go back to GH6 vs Z6. Doubling your focal length and halving your aperture will never take the same photo as MFT. Not all sensors lose DR at the same rate (better sensitivity, dual gain, etc), while cropping has a predictable effect on calculated shot noise, so there's one slight difference. Sensor tech affects noise a lot more than crop factor. Just look at this. Shouldn't the noise be THE SAME much earlier in the Z6's ISO range? No, it has a better sensor. I don't believe the the 0.7 megapixel difference should affect ISO this much. Case closed.
So depending on the sensors the FF may still have cleaner noise. If it's an x-trans sensor, it will have much cleaner noise! And you also have optical issues to find equivalence with. You need a lens that has aberrations that scale to the larger photosites, or else the larger photosites will not resolve the aberrations as well and you will be able to get a cleaner image. The GH6 is zoomed in on whatever the lens is resolving and you need a sharper lens to get the same photo as the Z6 II with the larger lens. Guess why it's so easy to get very sharp lenses on larger formats without resorting to 25 element primes?
So what's the only true equivalence? A larger sensor with the same pixel density can take the same photo as a smaller sensor using the same length and aperture of lens. Crop sensors are cropped.

If you find the low light or absolute quality lacking, your aberrations and grain will be minimized/eliminated if you resize from your 20mp to 2mp. Small camera, small picture! Need bigger picture buy bigger camera! Dont need bigger picture? Dont buy bigger camera!
