Eyes adjust and can have tremendous sensitivity in low light.
Unless you're right under the Piccadilly lights, you can expect to be shooting at f/2 and 1/30 at best, with ISO 800.
Usually in situations like this, I use B&W film because the light is shitty to begin with (yellow tungsten puke), and also since with B&W you can get an extra stop of true sensitivity, and a bit more if you don't mind pushing.
Picrelated is under "strong" street lights (staying almost under the lightpole), ISO800 f/2 and 1/25 or 1/50.
Unless you have some dank strong neons in your frame, I wouldn't bother with colour under artificial light. The only semi viable option is Kodak's cine tungsten film, 500T.
