Open your scan in PS and look at the histograms of each channel (R, G, B)
If any look like 1 or 2-it's a shit scan, there's info loss.
If it looks kinda like 3, set the black, grey and white points as shown, then match the brightest and contrast of channels to one another if needed, and hit the "automatic color correction" if you feel like it. The levels part will bring you like 95% of the way to the result
