Something that works pretty well is wiping the film with a white glove or a piece of antistatic cloth before putting it in the scanner helps remove at least most of the dust (gotta watch that the scanners bed is also clean)
Best place to dry it is in your shower when the bathroom's dry, that's where there's the least dust in the air
