shadows is the biggest problems for any sensor. even for latest sony sensors. 2014 sony sensors at ISO 100 which was best at their time can do few stops easy for anything except shadows
if we talking about noisy images for instagram, okay i can agree with you RP can do +3 even slightly further
but if you need really good quality (it's not always necessary but there are many points when it is) shadows is worst part
i'd say that from casual measurement point RP is very weak, would not argue on numbers but it does weak.

there is not a sensor in a world with good ability to push deep shadows
but for casual colorgrade RP is not that bad at all. DXO (i rare trust them, but okay, let's once rely on their numbers) said it's on par with 5dm3. 5dm3 is complete okay in terms of deep colorgrade. latest sony sensors for sure better but still it's good enough, long term shooters with 5dm3 can prove my words
so this question is very debatable for anybody who gonna buy RP. i'd say this:
if you okay with 5dm3 you will be okay with RP, and RP (according to DXO, to which i rare trust, but okay, let's once again rely on provided by DXO numbers... maybe...) slightly better than 5dm3 in terms of ISO
