Last time I was there was August 2018. I didn't notice the rivers but the houses in the pic were gone.The traffic was still appalling. Old Batavia has been spruced up nicely though, and there are a lot more shiny skyscrapers along Jalans Thamrin and Surdirman.
The city is definitely better in some respects but it has not made anything like the progress that Bangkok and Kuala Lumpur have made.
