I actually took another picture of the building at a super fast shutter speed:

ISO 1600
Here you can distinctly see multiple colors like in real life but the building(s) themselves have essentially become black.
Would a "perfect" exposure allow me to get a photo where the lights are visible and distinct without the buildings turning black or would some form of editing HAVE to be done?
