There are two things that matter, and the law in virtually all countries respects that:
1.There is no expectation in public spaces or private places that are open to the public
2.Photography falls under freedom of speech in the broader sense
You can write a report of something you saw in a public space. You can write an article about an event happening on a square. You can take a photo of something in the street.
You can publish, distribute, profit of the above works.
These are treated as equivalents under law. That's all there is to it.
Harassing (for instance following someone) is a different thing and you're always legally protected from harassment.
