I have a lot of insight on this topic. I spend some of my free time browsing around for fresh cursed images. I've got a big folder. I think a lot of what makes an image "cursed" or uncomfortable is something narrow or procedural that is divorced from context (e.g. I have a bunch of slides of doll faces from craft fairs. Probably taken by some cute old lady who couldn't operate a camera with flash very well. In the absence of such information, they become weirdly-lit creepy doll and mask photos). Unnatural lighting helps, too. Sometimes it's about anti-aesthetics, meaning patterns that are unpleasantly arranged. Pic related.
