When you get a wig and take it out of the package and just slap it right on a model, I've noticed the hair tends to lay like that where it's covering up her forehead to keep you from seeing the line where the wig is covering up her real hair. In real life, a human wouldn't want to have that much hair over their eyes, and the part is parted in such a way that the hair's natural inclination would be to just fall into a full-on Cousin It look where it covers her face entirely.
All that being said: this is just my guess based on thinking about it for the very first time today and going "Okay, what's a shoot I did where I know the model was wearing a wig only because she told me". Makeup and hair is black magic to me; I'm very much not an authority on it, so this is just my best guess on what triggered my uncanny-hair-valley response.
