A. doesn't push C41
B. will charge you extra to push it
If you want a shitty look, just underexpose the film. Shoot it at 800 or even 1600 and have it developed normally. Another option is to just buy some shitty expired film off eBay. Don't pay a premium or anything...wait for an auction that winds up being ~$1/roll or less.
