That attempt is basically just soft focus effect thrown on blacks, a tinny bit of oil paint. Then a light orton effect over everything, and quickly painted mask over eyes and lips. Actually tried median, but there's not much between them for what's done there. Would need to convert into 16bit and work on that glaring banding as well. But it is what it is.
I think one should also work on some photorealism painting over it, to hide obvious photographic elements. No, time and knowledge for that, but I find that oil paint filter makes amusing results for what it is.
