That being said, I agree that the level of distortion in the op pic looks more like he did it deliberately than like it just did that. I've actually gone out a few times to attempt to use the electronic shutter rolling shutter effect creatively on purpose, and this is the sort of effect I get from moving the camera really fast as I hit the shutter button. If I just use the electronic shutter while holding the camera normally, I don't see anything weird (and have used that on more than one occasion at slower speeds because I was shooting something where even the gentle click of a mirrorless shutter would be louder than I wanted).
