The answer is use a fucking DSLR and a macro lens.
All of the other answers are wrong.
If you want the best possible sharpness and dynamic range and flexibility in the files, it is the only choice.
The only arguments for using flatbeds or dedicated film scanners are promulgated by people without the technical ability to process images of negative colour film for good colours, or without the brains or gear to cobble together a rig for scanning.
