In skate photo lingo this is called an 'ass shot'. The only time I'd say it's acceptable is when you choose to utilize the background to create a good composition at the expense of not shooting the skater's face. For your photo, the background is absolutely terrible, so moving around to the front should've happened for multiple reasons.
