if your point is that every photograph tells some kind of story you are probably right.
still people saying this could refer to photos which have a cinematic feel with them,
one which shows a relationship of any kind, staged or not as well as photojournalism like scenes and portraits from warzones etc.
i guess most people mean by this statement simply a scene other than landscapes.
i personally like photographs which tell a story and also capture history
