In western "glamour" magazines models would shave only because it cut down on the amount of work the airbrush artists had to do to hide the pussy crack.
Pubes started to become acceptable towards the end of the sixties - early seventies but even then the interesting bits were airbrushed to black much the same way that some Japanese images are today.
There was, of course, harder stuff around in those days but it wasn't the kind of thing an eleven year old could steal from the back of the newsagents.
