And WR is not only about rain. You can be on a windy beach or in the desert. You can be in freezing outskirts full of snow. Even without any downfall these conditions can fuck up your gear if you remove the lens.
If you have two WR primes, you can't really change them outside unless the environment allows.
Might be better to stick to a zoom in such case.
Also, the two feats you mention. You are talking about two different kinds of photographers.
Small lenses and pancakes are great for photographers in casual settings, who do not sport huge lenses. Pentax offers 17 lenses below 300g, 7 WR zooms. Their modern kit lenses are WR, and all below 250g.
Hardcore photographers that do not fear rain nor mud will pick appropriate tool, and the size nor weight doesn't bother them. Compared to other systems it's similar, but the weather sealing beats the shit out of competitors.
