That statement can only be said by someone who has never worked a day in his life.
Thinking practically, the struggling artist is only appealing from the outside in and is not really that sustainable. But thinking as someone who values photography as a meaningful art form, you'd be braindead to think that those who solely experience photography commercially are creating art.
