I learned from an old master photographer/printer I was working with that the best way(or just his way) to clean negatives is to blow the negative off with a good blast of canned air, and then swipe it through an anti-static cloth.
A quick swipe through the cloth should make a pretty big improvement without needing the air. I always hated using canned air on my negatives. If you move the can around too much while blowing air it can blast out the super cold liquid and possibly destroy your negative.
