Diluted alcohol between a threshold of 40-80% is very suitable for cleaning and disinfecting surfaces since the water it is dissolved in doesn't let alcohol evaporate as quickly.
The downside is that it takes a little longer to disinfect the surfaces. However if it is 85-99%, the alcohol is too powerful, and it starts chemically reacting with the surface, and bacteria are basically "singed", but not killed.
A good metaphor would be like tossing a steak into a red hot pan, and the meat simply burns and chars, while inside it's still raw.
In lower concentrations 40-70% alcohol works well to clean surfaces without dissolving coatings or denaturing rubber.
