I've been doing a bit of "Street photography"™ two years ago. I found that each time I ventured out I got more and more daring. I then didn't go out and take photos for a few weeks and I was just as insecure as before when I started again. So my advice is basically what the other anon said in his first paragraph: Get out there and start off by taking photos you're comfortable with. They probably won't blow your mind but if you actually managed to take a photo in public that's a win. You'll see that the more often you use your camera in public for ANY reason the more comfortable you'll be. I still have to get back into it - it's not easy but I think you can do it!
Also: Maybe try taking photos of your friends in public. People will see and acknowledge that you're just taking pictures of your friends and will leave you alone, all the while you get more confident to use your camera out in the open.
