They're two separate editing processes. Camera can not dodge and burn, it's simply not smart enough to recognise which parts of the image need to be adjusted. It can only equalize the exposure based on it's metering. User can vaguely adjust the curves in it, but not even to the degree possible in image editors. Dodging and burning in on another level altogether, it is simply not feasible in camera, and requires serious skill to pull successfully.
