The entirety of Winogrand's work is "heh, I happened to press the shutter when this happened". And that was my pic as well, but I don't try to act like it was art. In my case it was photojournalism because I was covering an event. If it's not art but also not photojournalism because it's just the mundane life of a random person being photographed, then it's street. Enter Winogrand's pic of the same expression done by the woman with the ice cream cone.
Some of his work could be called photojournalism, take for instance the Cape Kennedy photos. It's a very "behind the scenes" photo of some random people but it does document an event.
