Kameraexpress used to develop C-41 in house in 1 day for 5€, but apparently once they closed their shop in Rokin they send everything to Fuji. Same price still, but turnaround >2weeks. I think their only shop left is in Parnassusweg, close to Zuid station.
There was another place that sells lots of chemicals and paper, second hand film gear etc., so I'm guessing they must develop film too. I have to find the name cause I forgot, it's somewhere in the West if I remember correctly.
Tbh I just order stuff and develop myself.
Retrocamera.be has free shipping for orders of 100€ and above and they stock lots of films and chemicals, with roughly the same prices as macodirect or fotoimpex. With shipping it usually works out cheaper than those, prolly because it's closer. Also they have the best price for Fuji chems, if you shoot enough to justify it. 67€ for 5L which is good for 80 films if not more.
