Your cheapest option is a 35mm slr (any brand) and any 50mm you can get lower than f2. This with some high iso film will give you a chance.
If you like the idea of the XA, the Yashica Electro is cheaper last time I checked and 1.7 instead of 2.8, It has very good light metering at night.
Even cheaper option.. like anon said get a tripod, you can now use anything.
