I'm confused, you seem to be talking out your ass.
In pic related, I want you to ignore that this was taken on '95 expired Fuji IT-N, and concentrate on the fact that by pushing the scan, we can find sufficient contrast to tell the flash tube itself from the reflector housing.
That's a full power pop at f/2.8, btw.
I'll let you work out how many lux seconds difference there is between the flash filament and the illumination on the back wall of the room at ISO 3.
