I've hung out with and talked to plenty of pro snowboard photographers when I spent 100+ days a season riding at Whistler while growing up. Never have I seen or heard about snow sport photographers using ND filters...and this is back in the film days when the cameras typically maxed out at 1/2000th shutter speeds. It makes absolutely zero sense to be using an ND filter to shoot snow sports. I dunno why you're so hung up on thinking its necessary. If anything, you want additional lights and wireless triggers as those are extremely popular to use when shooting action sports to get your subjects popping.
